Katsuyasu Shibata built a castle in Fukuroda village, which was later called Katsuyama, in 1578 at the end of the Warring States period. After that the castle was abandoned and left unused. However, when Katsuyama Domain was established by the Ogasawara Clan in 1691, the castle started to be rebuilt in 1708. According to a picture depicting the territory of Katsuyama Castle, it is estimated that there used to be a moat of outer citadel around where Katsuyama City Hall stands now.
